The Mission of Idaho Trout Unlimited is to conserve, protect, and enhance
the watersheds and cold water fisheries of the State of Idaho
Motivate and assist local chapters in their grassroots efforts.
Promote Idaho Trout Unlimited mission through education, dialogue, and actions with others.
Promote fundraising and membership growth
Make Idaho Trout Unlimited a leader in the conservation of coldwater resources in Idaho.
Objective 1: Within three years, officials making and enforcing public policy affecting cold water fisheries and their habitat will look to Idaho Trout Unlimited for its expertise and inclusion in the decision making process.
Actions:
ITU Executive Director will contact members of the Idaho Legislature during the annual session and provide input about issues important to Idaho Trout Unlimited.
Designated member of ITU Board will continue semi-annual publication of a statewide newsletter for distribution among ITU members, conservation organizations, legislators, congressional delegates, IDFG commissioners and department personnel, sporting organizations, and non-member donors.
ITU will actively promote minimum streamflows as "beneficial use" through alliances with other conservation organizations, participation in Idaho's legislative process, appropriate federal and state agencies, and litigation.
ITU will comment when appropriate on IDFG Department regulations.
ITU will participate in hydropower relicensing processes involving Idaho Power, Avista, PacificCorp, Bonneville Power Administration, and the Northwest Power Planning Council.
ITU will actively support action to remove/breach lower Snake River dams adversely affecting Idaho salmon and steelhead.
Objective 2: Within three years significantly increase the occurrences of news media mention of ITU and its activities.
Actions:
Chapters and ITU will take actions to publicize activities supporting cold water resource protection and restoration.
Motivate and assist local chapters in their grassroots efforts.
Objective 1: Improve communication and cooperation between Idaho Trout Unlimited State Council and local chapters within one-to-two years as determined by semi-annual surveys conducted each June and December.
Actions:
Executive Director will visit each ITU chapter at least once annually for the purpose of developing state assistance to the local chapters.
Local chapter monthly newsletters will be circulated to members of the State Council.
Appropriate e-mail correspondence between State Council officers and chapter presidents will be expanded to include chapter officers.
Local chapters will provide Executive Director with list and description of projects according to priority by January of each year.
Executive Director will research and inform chapters of TU National funding, training, and resource programs for potential use toward specific projects.
Local chapters will be encouraged to have representation on watershed councils and advisory groups.
Objective 2: ITU will achieve successful funding for at least one Embrace-a-Stream grant annually.
Actions:
Chapters will submit at least one EAS grant within deadline annually to Council President.
Objective 3: Increase chapter capacity in membership, fundraising, and organizational support annually.
Actions:
Idaho State Council of Trout Unlimited will share or obtain information to assist chapters conduct business, recruit members, raise funds, and develop organizational support.
Executive Director will assist each chapter in the state develop and submit one grant application annually, unless such assistance is declined by chapters.
Objective 4: Within one year, the ITU Council and all chapters will have a mutual understanding of the expected duties and responsibilities to move toward ITU goals and its mission statement.
Actions:
Quarterly communications (January, April, July, October) by e-mail or telephone conference between Council President, Executive Director, and Chapter Presidents.
Each chapter in Idaho will distribute its newsletter to council board members as well as board officers of every chapter in the state.
Promote Idaho Trout Unlimited mission through education, dialogue, and actions with others.
Objective 1: Conduct at least one collaborative effort with schools, public interest groups/representatives, and non-traditional partners annually.
Actions:
Chapters will expand Trout-in-the-Classroom projects by at least one classroom annually.
Trout-in-the-Classroom and the First Cast fly fishing and conservation educational program will be offered to schools throughout Idaho after successful pilot in Boise.
State newsletter will be circulated to all ITU members, legislators, congressional representatives, resource use and conservation organizations, appropriate sporting goods vendors, and governmental natural resource agencies.
Identify other resource users (loggers, miners, ranchers) to formulate conservation strategies that promote education and cooperation.
Participate on local watershed councils or advisory groups and assist in the organization of watershed councils or advisory groups where one does not already exist within local chapter boundaries.
Use hydropower relicensing mitigation requirements as a vehicle for funding habitat restoration and protection.
Develop and distribute white paper on hydropower relicensing on selected Idaho rivers for use by a wide variety of organizations engaged in this public debate and with sufficient lead time to allow for effective use by selected organizations.
Objective 2: Initiate at least one collaborative effort with a like-minded conservation organization annually.
Actions:
Increase coordination efforts between ITU and other conservation groups, such as Idaho Wildlife Federation, Idaho Rivers United, Save the Salmon, ESA Coalition, Theodore Roosevelt Conservation Alliance, Henry's Fork Foundation, The Nature Conservancy, as well as with federal, state, and tribal resource agencies and personnel.
Objective 3: Increase ITU Educational Endowment Fund by $1,000 annually.
Actions:
Dedicate 10 percent of funds from annual special events (such as Free Fishing Day Fish-a-Thon) to Educational Endowment Fund.
Invest $100 from each major donation to Educational Endowment Fund.
Promote fundraising and membership growth
Objective 1: ITU will work to retain current members through periodic review of membership lists and attract new members through national campaigns as well as by recruitment at the local level sufficient to expand the organization by 2% annually.
Actions:
Idaho Trout Unlimited will refer to and follow the Membership Strategic Plan (2000 Report by Membership Chairman).
Executive Director will revitalize dormant local chapters and establish new ITU local chapters as the opportunity arises.
Assist new chapters become viable through member involvement, project identification and participation, and fundraising efforts.
Attempts will be made to reactivate River of No Return Chapter (621) by 2002.
Inquiries will made to establish student chapters at Boise State University, University of Idaho, Idaho State University, College of Southern Idaho, Lewis and Clark State College, and North Idaho College.
Local chapters will provide membership recruitment and fundraising materials annually at county fairs, sportsman's shows, free fishing days, Trout-in-the-Classroom sites, and other community events consistent with ITU's public image.
Idaho Trout Unlimited will work to diversify its membership to more accurately reflect the state's female, youth, and minority demographics.
Develop and implement plan for retaining current ITU members.
Objective 2: ITU will sponsor a number of annual, on-going, and one-time fundraising programs sufficient to support staff and operations with semi-annual review at the Council's spring and fall conferences.
Actions:
Idaho Trout Unlimited will finance on-going operations, the Educational Endowment Scholarship Fund, and the Executive Director's annual budget.
The Executive Director will develop annual fundraising strategic plan by March 1.
Idaho Trout Unlimited will refer to and follow ITU Fundraising Strategic Plan (2000 Report by Executive Director).
Determine mutually acceptable level of annual financial contributions from local chapters to the State Council.
Coordinate/cooperate with organizations that share and compliment the National Resource Board and National TU mission.
Objective 1: Identify at annual fall meeting and address selected natural resource conservation issues affecting cold water fisheries and their habitat in a unified voice and in large numbers with organizations that share ITU values and concerns to affect positive public and private land/water use policies and practices.
Actions:
Identify suitable conservation organizations in Idaho that are willing to work with ITU on conservation and preservation issues and projects consistent with the National Resource Board and National TU mission.
Identify other resource users (loggers, miners, ranchers) to formulate conservation strategies that promote education and cooperation.
Participate on local watershed councils or advisory groups and assist in the organization of watershed councils or advisory groups where one does not already exist within local chapter boundaries.
